Katterna kring grötfatet

Jo vi vet att det finns en stor orealiserad potential för effektvisering i våra byggnader. Och att den inte blir till något annat än en from förhoppning och ett gnagande samvete om man inte börjar göra något annat än att hoppas att “the economic man” skall vakna upp och greppa efter plånbok och hammare.

Men det är kanske ett hälsotecken att man håller en konferens i Bryssel med ett antal höjdare och faktiskt talar om svårigheterna och inte bara tugga teser om marknadsekonomins möjligheter. Euractiv rapporterar under rubriken “Distrust of construction industry could put EU building renovations ‘at risk’” Där visas hur katterna marscherar kring grötfatet.

Ett antal observationer visar de gryende insikterna:

* persuading people to renovate their homes or buildings will only be successful if they are specifically targeted based on their economic status
* People want a nice kitchen but they won’t necessarily have €20,000 to do it to have that and improve energy efficiency. We need to change that and give them financial resources to do both
* Let’s not deny that renovation is messy— it involves a lot of technology, a lot of people, a lot of decision making
* introducing mandatory trigger points, such as new leasing or renting of the building, supported by well thought-out financing instruments that give better conditions to those that undertake action on their buildings could be an incentive
