Alla vakna nu?

World Energy Council (WEC) har nu ocksÃ¥ de upptäckt att “energy efficiency is the first fuel”! Det framgÃ¥r av deras senaste rapportENERGY EFFICIENCY : A STRAIGHT PATH TOWARDS ENERGY SUSTAINABILITY”.

WEC har sedan snart ett sekel huvudsakligen varit inriktat pÃ¥ energitillförsel men har under en tid publicerat nyttig information om energisystemens tillstÃ¥nd i världen även i frÃ¥gor om uthÃ¥llighet och säkerhet i sina “Trilemma”-rapporter. I en historieteckning vid deras 90-Ã¥rsjubileum 2013 noterades deras svÃ¥righeter att se till den andra delen av energisystemet:

..... power and fuel supply industries’ (would) produce a report in favour of increasing energy supplies rather than prioritising reducing demand and increasing efficiency….

Därför är det välkommet att de nu gör det även om deras rekommendationer är nattståndna och inte tyder på någon djupare insikt i ämnet. Men någonstans måste man ju börja så det här är välkommet

ï‚· Energy prices should closely reflect the real cost of supply. The countries should set deadlines for a gradual energy pricing reform.
ï‚· Consumers need to be better informed. It is necessary to simplify messages on energy efficiency to reach the majority of consumers.
ï‚· New technologies, including smart meters and billing offer attractive benefits and their wide introduction should be supported by policies.
ï‚· Innovative financing tools need to be widely introduced to reduce the public spending on financial and fiscal incentives.
ï‚· Control over implementation and evaluation of policies and measures are fundamental to the policies success.
ï‚· Regulations must be regularly reviewed and strengthened if necessary, and labelling and MEPS should be regularly revised and upgraded.
ï‚· The development of international or multi-national standards can help enhance international and regional cooperation, in addition to regional testing and harmonisation of equipment testing standards and facilities. International energy fora should be used to exchange experiences to benchmark policies and identify best practices.
