Financial Times är inte mindre fixerad vid förenklade ekonomistiska lösningar än sin kollega The Economist, t.ex. när det gäller att låta skatteinstrumentet lösa alla förekommande problem och oförmågan att se hur ny teknik fordrar en lärprocess på marknaden. Men de har i alla fall fått bitarna i rätt ordning som syns,
Another relatively easy step is to nudge the economy towards more efficient use of energy, through regulatory action or design standards. Investments in energy efficiency can yield double-figure returns: lagging a loft, replacing electric bulbs or turning off lights in unused buildings can pay for themselves within three years, and without a cent of subsidy.
Avoiding a dangerous degree of global warming will eventually require much tougher steps. For example, to stop carbon-intensive production merely shifting towards the environmental laggards, radical steps such as a global carbon tariff may one day be needed. This makes it all the more important that the easier ways of cutting emissions are exhausted first.
Ja det är att börja i rätt ände även om ambitionsnivån när det gäller åtgärder verkar lite låg.
