Var är framtidstron, var är visionerna, var är viljan? Ungefär så sammanfattar Energy-Cities krisläget när de noterar vad som står på dagordningen för diskussionerna i samhället:

What count as news in the European Union in 2012 for citizens? They essentially hear about short-term safeguarding, salvaging and dressing measures. Bad news such as debts, unemployment and poverty prevails.

De kommer fram till att både tro, visioner och vilja finns i samhället. Om inte på staternas agenda, där har man tappat sugen, så åtminstone i kommunerna - på lokalplanet:

.... the term “local authorities” was, not so long ago, banned ... (but it) is now the complete opposite with local authorities being systematically mentioned. .... Municipalities and regions did not wait for their green light to go ahead. They did not resort to locally-centred policies advocating isolation but rather turned to universalist localism where local action is geared to preserving global ecosystem equilibriums, whilst reducing energy poverty, stimulating the economy and creating local jobs.

För att understryka detta gjorde ett antal representanter från de så kallade borgmästarinitiativet ett uttalande där de sade:

The failures of the International Climate Conferences have shown the limits of inter-state multilateralism in a complex world where the balance of power is undergoing deep changes. The problems that humankind has to jointly solve in order to ensure its long-term survival in a peaceful world are more prominent than ever. We know what the solutions are but the decisions are always postponed to a later date. Any negative signal is rapidly interpreted by those who prefer the status quo to risking their short-term interests.

Vi må leva i de tappade sugarnas tid, men det finns hopp om något bättre. Det kommer dock inte uppifrån utan underifrån. Det kanske är dags att återuppliva den kommunala energiplaneringen? Men kanske ge den ett annat namn. Energy Cities talade för en tid sedan om “visioning”. Det kanske är ett bättre ord än planering även om det nog betyder samma sak.
